TURNING TO RASEBORG Opinions from the inhabitants of three villages in Finland about the coming merger into one big municipality. Each sail contains writings and drawings about hope and fear for the possible changes in the future. The three sails were curved and attached to a centre pole and suspended in a metal frame to become a vertical windmill, making the sails ‘chase after each other’ in the wind.
